Raw Cotton Inspection & Testing

Asian Inspection is the exclusive associate in Pakistan for Cargo Control Group, Bremen, Germany, a worldwide recognized leader in cotton controlling. We are one of the major Cotton Controlling companies in Pakistan. Controlling of raw cotton imported or exported to or from Pakistan is a very important link in the international trade of this commodity. It entails shipper seal, weight and volume verification and certification of findings which is the internationally accepted basis of final settlement between shippers and buyers located all over the world.  When required we also conduct contamination surveys, sampling for lab analysis, verification of quality and moisture content in an absolutely impartial manner, which is the basic and most important aspect of this service. In all assignments International Cotton Association (ICA) Rules and Bylaws form the basis of procedure and reporting.

Cotton Controlling can be either for exports, Pre Shipment or for export consignments, Post Shipment/On Arrival for imported cotton.

Pre-Shipment Controlling

While there are variations in shipper and exporter requirements most consignments require Quantity and Weight verification according to shipping documents. Quantity tally is conducted first and then the bales are weighed either bale by bale or after container is loaded. This weighment is done either at shipper’s weighbridge or on a public weighbridge. Weighscale or weighbridge calibration check is invariably the first step. Our findings are part of the final shipping documents.

Depending on buyer’s requirement checking for quality, packing, marking and container loading supervision may also be included.

Post Shipment/On Arrival Controlling

The normal sequence of activities are:

Seal Breaking, Devanning and Tallying (SDT)

  • After unloading and clearance from customs the Controllers first responsibility is SDT. As the term implies, the container seal number is  checked against  shipping documents and if found intact seal is then broken (Seal Breaking) and container opened.
  • Contents are removed from the container (Devanning) and quantity is verified against shipping documents.
  • Number of bales found in each container is checked against shipping documents (Tallying)
  • As per requirement of the buyer, the above activity may happen at designated locations close to the port area or at buyer’s factory.

Weighment

This can be bale by bale, one bale at a time on appropriate weighscale or bulk weighment on weighbridge on which tare and gross weights are taken to determine net weight of the bales being weighed.

  • Calibration of all weighing equipment is checked to verify accuracy before and during weighment procedure.
  • Pictures are taken at every stage to provide confirmation of report findings.
  • The weighment results are compared against weight figures provided in shipping documents to determine and report difference if any.
  • This Final Landing Report forms the basis of final settlement between buyer and seller.

Quality verification/ Sampling

In case there are quality issues, the buyer informs the seller who in turn appoints a controller to check/verify the complaint.

  • This may involve sampling or supervision of sampling.
  • Sample preparation for sending to local or international laboratories for analysis.
  • Contamination surveys are also conducted to check for extent of foreign matter and provide a basis of complaint resolution.
  • Classification surveys are also conducted by us, where a qualified cotton classer will check the cotton on location and advise if it conforms to contractual requirements.
  • All reports are supported with pictorial evidence.
  • If specified or required, samples are drawn and sent to a laboratory on our panel of Pre-Qualified laboratories, or as specified by client.

This whole process requires a very high level of vigilance and integrity.
